Grow Where it Counts

Reflecting Raleigh concentrates growth and investment where it creates the most value for the city and the people who live here. During Phase 3 of Reflecting Raleigh, staff will work to draft the Next Comprehensive Plan based on the information we received from community members and staff in Phase 1 and Phase 2.

The following principles and priorities support the drafting process and reflect the City’s desire to Grow Where it Counts. Principles will be used to guide decisions made in the new plan. Priorities are the topic areas the plan will concentrate on.

Plan Principles  Plan Priorities
  • Fair Access
  • Safety and Connectivity
  • Environmental Resilience
  • Fiscal Responsibility
  • Complete Communities and Housing Choice
  • High-frequency Transit and Multimodal Mobility
  • Mixed-use Centers and Corridors
  • Right-sized Infrastructure and Community Services
  • Parks and Public Utilities
  • Regional Connections and Opportunity
