This project received qualifying bids at the July 14, 2026 bid opening. The construction contract has been awarded to Browe Construction at the August 18, 2026 City Council meeting.  

Staff is actively working to complete the contract routing and will provide further updates when the Notice to Proceed with Construction has been issued and timeline information.

West Street and Harrington Street between Martin Street and Peace Street have been prioritized for bike lane upgrades to provide more protection for active mobility users, such as cyclists and scooters. These upgrades were prioritized through the City of Raleigh’s 2025 Active Mobility Plan and Downtown Mobility Study.

The bike lanes are being upgraded to replace the existing flexipost vertical bollards with a concrete vertical barrier.

Several locations that currently have the flexipost vertical bollards will be replaced with a low concrete barrier, similar to the Gorman Street Connector. The generated image below offers a visualization of the finished upgraded bike lane.

West Street and Harrington Street Upgrades will include:

  • Concrete vertical separation added within the existing bike lane buffer between the travel lane and bike lane.
  • Existing  vehicular travel lanes will be maintained.
  • Existing curbspace uses, such as driveway access, loading/unloading, and parking, will be maintained where it is currently available.
  • Markings and signage updates to alert all road users of the changes.
